PAE mode adds an extra level of indirection to memory lookups, and there are a lot of badly-written device drivers in Windows that either don't like PAE, or incorrectly assume that any RAM they can map is in the lower 4GB and thus available for DMA by the chipset. This is a deliberate design choice by Microsoft - one could argue it's a misfeature - because RAM above the 4GB barrier has to be accessed by a 32-bit OS in PAE mode. I think the first bank of 2 gigs starts at zero, your memory-mapped devices go in the 2GB above that, and any remaining RAM is up above 4GB. I think it has to do with where the memory gets mapped. Yeah, I also saw the same problem on a 2006 Mac Pro.
